Decide whether to

• buy bitcoins online with your online banking or cash deposits
• buy bitcoins with cash and meet the local seller face-to-face

Go to Find offers page.
Fill the form with your location, payment method and amount you wish to buy.
The site will list bitcoin traders available in your region.
From the trader list, choose a trader with good reputation score displayed after username.
Choose the bitcoin trader, press buy and send a trade request with a message to the trader:

• For online trade you may need to ask further details how to pay.
• For cash trade agree the meeting time and place.

Later to return to Dashboard under your User Profile to message with the seller.
After the seller gets the payment the seller releases the bitcoins and they instantly become available in your LocalBitcoins wallet.
